Since the public library emerged as a modern library movement for the public in the mid-19th century, it has been playing a variety of social roles according to the changes of the times, and has played a role as a central space and infrastructure of the local community in modern times. In addition, public libraries are trying to increase the use of public services through the integration of educational and cultural facilities, and through this, they are developing into everyday spaces for local communities and communities. To answer the question about the vision of the Seosan City Central Library in one word, it would be 'a daily space for Seosan citizens'. As shown in the picture above, it should be a comfortable place for anyone to stay and rest at any time.

Seosan City has a radial urban structure centered on the old downtown where Seosan City Hall is located, and is growing with a new base centered on the Yecheon district urban development project centered on Lake Park. The cultural facility site where the central library will be built has a difference in elevation of about 4m from the lake park, and the construction of the neighborhood living district and apartment housing district has been completed. The new building should connect the lake park and the hinterland and be connected to the adjacent cultural facility site. In addition, it should be considered to be an open space linked to the lake park and a facility to view and enjoy the lake.

The 'Strolling Library' is a proposal to transform the 'space of knowledge and information' into a 'space of experience' for reading and contemplation by integrating the process of walking, sitting, staying, and wandering with the static act of reading a book. Therefore, our proposal is a method of 'experienced landmark' that experiences space and stores it in the mind while reacting with the surrounding scenery instead of 'objective landmark', which is an object to be looked at. This method uses an additional 30% of the ramp area, which is a continuous space of the ground, with respect to the building area and ground area. This creates the experience of a 700m long, 15-minute walk.

​The building is placed adjacent to the lake park on the north side of the site, and there is a vehicle entrance, parking lot, and main entrance on the 15m roadside on the south side of the site. The building consists of a library and cultural education center, two masses and an external lamp, and there is an observation deck overlooking the lake park on the roof of the library. Visitors are connected to the upper floors by using external stairs or through the main entrance and lobby on the first floor. The central passage opens into a public passageway that penetrates the site and connects to the adjacent cultural facility site, and through this passage, access to a multipurpose room with 300 seats and a public toilet open 24 hours a day. At the rear of the multipurpose room, there is a service passage for managers and a freight elevator, and in front of the multipurpose room, there is a waiting area for visitors.
